The reason why, obviously, is the prodigious amount of panty shots. Now, normally I'm all for a little revealing attire on the female characters, it kind of is in every anime I've seen, and I have seen a lot. But I'm not talking about just a few naughty shots here and there, or maybe an ubiquitous "bathroom scene" that populates so many other animes, I'm talking about flagrant panty shots in nearly every scene, and on nearly EVERY SINGLE female character.
